it was alleged that Mulcaire alone accessed the voicemails of five other individuals in breach of s1 of RIPA. It was not alleged that he did so pursuant to any arrangement with Goodman. The prosecution did not seek to prove to the criminal standard that Mulcaire was working with others within NI.
