On 1 November 2026, The Telegraph published the headline “Burnham open to slavery payouts”. Readers would take that to mean the Prime Minister was ready to pay compensation for slavery.
The article’s own text did not support the headline. Based on what the paper “understands”, it said the Prime Minister would consider demands for investment in health and education, and that a future settlement “could include” development or private-finance deals. It also said he had ruled out a lump sum.
Days earlier, Mr Burnham had written that British people today cannot be held liable for historical wrongs. On the morning the story ran, a Government minister told Sky News that any apology “will not involve financial reparations” (ITV News). The next day a Downing Street source said financial reparations were not “the right answer”.
At the summit, the UK allocated £40 million over three years, from existing budgets, for Caribbean infrastructure and green energy, while again ruling out reparations. Leaders agreed to a dialogue on reparatory justice, which as reported is not an agreement on reparations.
The Telegraph reaches up to 15.4 million people, every one of whom could have been misled by this headline.
